ACA Implementation: The View from the Ground Starting Year Two

The second Open Enrollment Period for the purchase of private insurance under the ACA through Health Insurance Marketplaces is underway.  In more than half the states, ACA expanded Medicaid is entering its second year of enrollment.  How has this worked out in Illinois?  What adjustments were made for year two? What have been the successes and problems so far? What lies ahead?  What are the implications for the overall insurance market?

Laura Phelan – Policy Director, Get Covered Illinois

Ms. Phelan returned to Illinois in early 2012 to help implement Illinois’ Health Insurance Marketplace.  Previously, she worked for the HHS Assistant Secretary of Financial Resources and served a detail on the U.S. Senate Finance Committee’s health team.

 

Mike Koetting – Deputy Director for Planning & Reform Implementation, Illinois Medicaid Program

Mr. Koetting spent most of his career as VP of Planning for the University of Chicago Medical Center, from which he retired in 2008.  In 2010, he was talked out of retirement to manage the Medicaid ACA expansion in Illinois.
